Would it be considered “double funding” if an organisation in receipt of the Transition Funding had also made an OFFO application, which was successful?

No, we have said that Transition Funding will be made available from April 2025, where appropriate, for organisations currently in receipt of repeat funding from Creative Scotland but who are unsuccessful in being awarded funding through the Multi-Year Programme. 

Transition Funding is specifically intended to support organisations restructure or realign their future Business Plans and be part of helping them identify what happens next, which could include working towards reducing or ceasing operations. Open Funding is intended to support programmes of creative activity. It is therefore highly unlikely Transition Funding would be considered double funding for the same activity as a successful OFFO application. 

We will, however, monitor any instances where this might happen and if any potential double funding emerges, we will take appropriate actions to either recall or reduce the Open Funding or the Transition Funding awarded.
